This is an unbalanced poppet logic element valve, spring-biased to the closed position while pressures are applied at port 1 and port 2. The valve opens when sufficient pressure is applied at port 3. To keep the valve closed, the combined force (force generated at port 3 plus spring force) must exceed the combined force at ports 1 and 2.
